ZPID ran as a project at the University of Trier until 1987. After a positive evaluation by the German Science and Humanities Council (Wissenschaftsrat) in 1985, it was granted the status of a Central Scientific Institute at the University of Trier.

ZPID is now financed as one of the Blue List Science Association's institutes, the forerunner of the Leibniz Association (Wissenschaftsgemeinschaft Gottfriend Wilhelm Leibniz, WGL). ZPID has been a member of the Leibniz Association since 1997.

Since January 1, 2013, the ZPID is a legally independent public law institution of the state of Rhineland-Palatinate. The institute continues to be located at the University of Trier, with which it maintains its scientific cooperation. As a Leibniz Institute, it is evaluated every seven years by the Senate of the Leibniz Association. The executive council of ZPID consists of the Director, the Board of Directors, and the Scientific Advisory Committee. In 2013, ZPID employs a total of 43 staff members.
